The leader of Tulsa’s emergency management response has been arrested and charged with possessing child pornography. Joseph Kralicek, 45, executive director at Tulsa Area Emergency Management Agency, was arrested overnight by the Tulsa County Sheriff’s Office. He was booked in the Tulsa County jail Thursday and later released on a $50,000 bond.
