The U.S. Customs and Border Protection (CBP), under the Department of Homeland Security (DHS), has issued a final rule amending regulations to require that all aliens (non-U.S. citizens) may now be photographed upon entry and departure from the United States. Key points: • The rule covers departures from airports, seaports, land ports, or “any other authorized point of departure.” • It may also require other biometrics (not just photographs) for non-citizens. • Effective date: December 26, 2025.
